Primary Election Will Be Held On the Second Tuesday In September (lie Last Regular Session ol tie Legislslure landidate shall bi' represented in the number of poll holders and registrars and in all respects fair treatment shall be atcorded the dilTerent candi dates. Section 4. Every bonatide member of a political party who is a qnalifled elector shall be permitted to partici pate 'n the primary election of the political party to which he belongs, upon taking an oath that he is a resi dent i)f the precinct at which he pro poses to vote and a duly qualilled elector, and has not voted before in said primary election. The name of said eb’ctor shall be recorded upon a poll book kept by said party mana gers and shall be returned immediate ly after said election in to the oflli'e of the clerk of the Superior Court of said Pitt County. Section 5. The managers of elec tion in the several election precinct ten dollars. Section 9. The chairman of the executive committee of each political party shall publish a list of all can didates annoMnced in some newspaper published ia Pitt county, which shall appear in each issue of said paper until after said election. Section 10. The executive commit tees of the politica'. tjarties which shall participate in sa'd primary el'sc tions shall meet in the town of Green ville, .N’orth Carolina, tot later tha j six days before said primary .-lectio i, and shall designate and prescrih ■ n ballot or ballote to be used in said primary election, and further direct how the same shall be cast. Section 11. \o political party shail hold its primary election within thr«.>'> iiuiidred yards of the other. Section 12. The person receiving a majority of the votes cast for tha office for which he is a can didate shall be declart‘d by the said committee the nominee of his party. Section 6. Where no candidate re ceives a majority of votes cast for any oflice, those two candidates which re ceive the highest number of votes cast for said office shall be voted on again for again on the second Tues day following said election, and the one receiving tho majority of the votes ihen cast shall be the nominee (I fliis party. At said primary electio.i ai! ex-‘'iitiv(' of five shall lif elected for each political participating in said primary, whiih said committee shall he known as the precinct execti- tive committee. There shall also be elected at said primary election as many delegates as the precinct is entitled to voles in the county con vention, whi<h said delegates shall cast the vote, as instructed, in the county convention of their political party. The executive committee >f the several political parties shall make such rules and regulations as they may deem necessary to goverij the selection and balloting for said precinct committeemen and delegates. Section S. Kditor Ketlector, J hand you herewith copy of the J’itt County Legalized Primary Law pass ed at the last regular session of the Legislature. 1 have received many inquries as to whether or not we no'.v have a Leg alized Primary for the county and <ieem the most effective way to furnish the people with the desired informa tion is lo have you publish the bill in toto. This bill is the one that wa^- substituted in tho Senate by Senator I'.vaiis ior the one which J introduced in the House, and which was publish ed in the Itefiector at the time. Tho law as it was passed is not all thai might be desired in the way of a Legalized Primary, but it answers the purposes and is in fact a very good primary regulation. That for the purpose of choosing parly candidates for Con gress and all state and county of fices, for the selection of delegates to the county conventions and precinct committemen, every political party in the said County of Pitt shall hold at the several voting places in the said county, on the second Tuesday in September, one thousand nine hun dred and fourteen, and bie-annualy there afterwards, a primary election. There Is and has been a decided sen timent in favor of a Hospital, where- over the matter has had anything liko careful consideration. But however, there has been no plan submitted pro- viously that met with such universal approval as that authorized by an Act of 'be Liist General Assembly and dis cussed in the lleflector of July 14ili, is entitled to receive. We are living in an age of evolution things that would do a lew years ago are out of place today, and we must keep pace with the times. If the question has arisen as to which Pitt Couuty needs most, a Very Extensive and ilodern Coutity Home (.with a very few inmates), or a County Hos pital, 1 would say a HOSPITAIj; be cause this would be an institution ready and capable to afford the public a very great service. It's usefulness tnd scope for Pubilc Henefit would steadily grow. There is no doubt that tho County Home proposition is rapidly becoming obsolate. State Institutions are com ing to the rescue lo a great exten; in caring for these uufortuiiate peo ple. As an economic advantage.
